Accompanied by several senior party leaders, Mohapatra filed his nomination papers at the office of Additional District Magistrate in Puri.
On April 23, the grand old party announced Mohapatra as its candidate after party leader Ajit Mangaraj who was contesting the April 17 by-election died of Covid-19 on April 14.
The by-election is scheduled to be held on May 16.
The by-election in Pipili was necessitated following the death of BJD MLA Pradeep Maharathy in October last year. He also died of Covid-19 related complications.
The ruling BJD has fielded Rudra Maharathy, son of Pradeep Maharathy, a its candidate for the by-poll while BJP has given ticket to Ashrit Pattnayak.
In the 2019 assembly elections, the Congress had managed to get only 9,830 votes and finished a distant third. Mangaraj was the Congress candidate in the 2019 assembly elections.
