The arrested have been identified as Sanjay Gadnayak and Lipun Sahu of Angul.
The police have recovered as many as 102 cell phones from 82 people, who had bought the theft mobile phones with a nominal price from the gang.
Earlier, the Commissionerate Police apprehended as many as six snatchers of the gang and forwarded them to the court.
