Bhubaneswar, Nov 26: Odisha Assembly Speaker Surama Padhy convened an all-party meeting on Wednesday ahead of the Winter Session of the Assembly, seeking cooperation from both the ruling and opposition parties to ensure smooth and peaceful proceedings, officials said.

The session, the fifth of the 17th Odisha Legislative Assembly, will begin on November 27 and continue until December 31.

 

Consensus for Smooth Functioning

Parliamentary Affairs Minister Mukesh Mahaling informed that leaders from the Bharatiya Janata Party (BJP), Biju Janata Dal (BJD), and Indian National Congress attended the meeting, including Chief Minister and Leader of the House Mohan Charan Majhi, BJD Chief Whip Pramila Mallik, and Congress leader Rama Chandra Kadam.

Mahaling said all parties agreed to extend support for the smooth conduct of the session. He highlighted that for the first time, President Droupadi Murmu, the pride of Odisha, will address the Assembly on Thursday afternoon, a historic moment for the state legislature.

BJD Chief Whip Pramila Mallik stated that discussions focused on the President’s address and the bills to be presented during the session. She added that her party would raise issues concerning law and order and paddy procurement.

 

Congress leader Rama Chandra Kadam said his party would highlight matters related to tribal rights, law and order, and the implementation of the Panchayats Extension to Scheduled Areas (PESA) Act.

 

Legislative Agenda

The Winter Session will have 29 working days. The First Supplementary Statement of Expenditure for the 2025–26 financial year will be presented on Friday, while the Appropriation Bill will be moved on December 8.

 

Speaker Padhy emphasized that cooperation from all sides is essential to maintain the dignity of the House and ensure constructive debate on key issues affecting the state.
