Bhubaneswar, Nov 18: The Odisha Revenue and Disaster Management Department has decided to make the land demarcation process fully online. The move aims to eliminate delays, irregularities, and corruption that were often reported under the manual system.
A detailed Standard Operating Procedure (SOP) has been issued by Additional Chief Secretary Deoranjan Kumar Singh to all Revenue Commissioners and District Collectors. The new SOP allows landowners to apply online through the department’s service portal, book slots for measurement, and track the process digitally.
According to the department, the online system will help
resolve boundary disputes, prevent illegal encroachments, and simplify land
transactions. Under the Odisha Survey and Settlement Rules, 1962, Tehsildars
will act as the primary officers responsible for implementing the process.

Applicants can now submit their requests online after completing e-KYC verification. They will be required to provide documents such as the latest Record of Rights (RoR), old settlement maps or registry documents, layout plans (if applicable), and a self-declaration confirming no court restrictions or civil cases. A user fee of ₹800 per plot will be charged.

Once an application is filed, an auto-generated number will be issued. The Tehsildar will verify documents and initiate the process. Notices will be issued within seven days to record objections, followed by hearings. If no objections are raised, surveyors will conduct the measurement in the presence of stakeholders. The date of measurement will strictly follow a first-come-first-served basis, and local police will be informed to maintain law and order.
The SOP also specifies that once a slot is booked, it cannot be rescheduled or refunded. Government departments or court-directed cases can be initiated directly by the Tehsildar.
Officials believe this digital initiative will significantly
reduce public grievances and ensure a transparent, trackable, and accountable
land demarcation process across the state.
