Argus News - Odisha Govt Effects Major IAS Reshuffle, Chanchal Rana To Lead Bhubaneswar Smart City Ltd

Bhubaneswar, Oct 10: The Government of Odisha on Friday announced a major reshuffle of Indian Administrative Service (IAS) officers, involving transfers, new appointments, and central deputations.

The General Administration and Public Grievances (GA-PG) department issued a notification in this regard.

According to the notification, Girish S.N., IAS(RR-2002), Commissioner-cum-Secretary to Government, Panchayati Raj & Drinking Water Department, is allowed to remain in additional charge of Commissioner-um-Secretary to Government, Department of Mission Shakti. He will join after relieving of Shalini Pandit, IAS from the State w.e.f 13.10.2025.

Noonsavath Thirumala Naik, IAS (RR-2009), Vice Chairman of Bhubaneswar Development Authority (BDA) with additional charge of Managing Director of Bhubaneswar Smart City Ltd. has been appointed as Commissioner-cum-Secretary to Government, School & Mass Education Department. She shall join after relieving of Shalini Pandit from the State w.e.f. 13.10.2025.

Mansi Nimbhal, IAS (RR-2010), Director, Tourism with additional charge of Managing Director, Odisha Tourism Development Corporation and Director, Scheduled Tribes has been appointed as Managing Director, Odisha Lift Irrigation Corporation. She is allowed to remain in additional charge of Additional Secretary to Government, Water Resources Department. Nimbhal shall join after relieving of Swadha Dev Singh from the State w.e.f. 1 3.10.2025.

Surendra Kumar Meena, IAS(RR-2012), Additional Secretary to Government, Panchayati Raj & Drinking Water Department with additional charge of Director, State institute of Rural Development has been appointed as Additional Secretary to Government, ST&SC Development, Minorities & Backward Classes Welfare Department.

Subhashree Nanda, IAS(SCS-2013), Additional Secretary to Government, School & Mass Education Department has been appointed as Additional Secretary to Government, Planning & Convergence Department.

Chanchal Rana, IAS(RR-2014), Commissioner, Bhubaneswar Municipal Corporation has been allowed to remain in additional charge of Vie-Chairman, Bhubaneswar Development Authority and Managing Director, Bhubaneswar Smart City Ltd.

Premjit Nayak, IAS(SCS-2014), Additional Secretary to Government, ST&SC Development, Minorities & Backward Classes Welfare Department has been appointed as Director, Scheduled Tribes.

Deepankar Mohapatra, IAS(NSCS-20141, Chief Executive Officer, Hockey Promotion Council, Odisha is appointed as Director, Tourism. He has been allowed to remain in additional charge of Managing Director, Odisha Tourism Development Corporation.

Pranati Chhotray, IAS(NSCS-2014), Managing Director, Boyanika with additional charge of Director, Handicrafts has been appointed as Additional Secretary to Government, Home Department.

Nivedita Prusty, IAS(SCS-20l5), Additional Secretary to Government, Home Department has been appointed as Managing Director, Boyanika. She is allowed to remain in additional charge of Director, Handicrafts.

Madhusmita Samal, IAS(NSCS-2015), Additional Secretary to Government, Planning & Convergence Department has been appointed as Additional Secretary to Government, Panchayati Raj& Drinking Water Department. She is allowed to remain in additional charge of Director, State institute of Rural Development.

Saniay Kumar Biswal, IAS(NSCS-2015), Manager(Adm), Capital Region Urban Transport has been appointed as Additional Secretary to Government, Commerce & Transport Department.

Kanhu Charan Dhir, OAS(SS), Private Secretary to the Deputy Chief Minister, Women & Child Development, Mission Shakti and Tourism has been transferred and posted as Director, Minor Minerals. Dhir shall join after relieving of Samarth Verma, IAS from the State w.e.f. 13.10.2025.
