Bhubaneswar, Nov 25: Commissionerate Police has ramped up security arrangements at multiple places here ahead of President Droupadi Murmu’s visit to Bhubaneswar and for the winter session of the Odisha Assembly, which is scheduled to start on Thursday, police said on Tuesday.
Four-Tier Security Blanket
Police Commissioner S. Dev Datta Singh announced that the city will be covered under a four-tier security arrangement. A total of 33 platoons of police force and around 150 officers of different ranks will be deployed at the Assembly, supported by specialized units including the anti-terror squad.
President’s Visit
For President Murmu’s movement from the Airport to Raj
Bhawan and onward to the Assembly, an additional 25 platoons of police will be
stationed at key points. Singh confirmed that security realignments have been
reviewed and Commissionerate Police is fully prepared for the high-profile
visit.

Assembly Session
The Winter Session of the Odisha Assembly begins on November 27 and will run for 29 working days, concluding on December 31. The highlight will be President Murmu’s address to the Assembly. On November 28, the First Supplementary Statement of Expenditure (Budget) for the 2025–26 financial year will be presented.
Political Expectations
Observers anticipate intense debates between the ruling BJP and opposition parties — Biju Janata Dal (BJD) and Congress — over key issues during the session. The Assembly’s fifth session of the 17th Legislative Assembly is expected to be politically charged.
